Patricia H. Mueller, Ed.D.


President and founder of Evergreen Evaluation & Consulting LLC, a woman-owned, firm specializing in evaluation of federal-funded programs. Dr. Mueller has extensive experience in evaluating federally funded education initiatives to include: State Personnel Development Grants (NH, MS and VT), Regional Resource Centers and personnel preparation programs, among others (see About Us).


Dr. Mueller began her career as a Special Educator in the late 1970’s. Between 1978 and 1999, Dr. Mueller completed post-Bachelor's programs including: a Master's in Special Education (1981), a Certificate of Advanced Study in Administration & Planning (1986) and in 1997, her Doctorate in Educational Leadership and Policy Studies from UVM. While pursuing advanced degrees on a part-time basis, Dr. Mueller taught in local VT public schools, coordinated federally-funded grant programs for 13 years (through UVM) and administrated a local Special Education Program for 2 years. In 1999, Pat began building her evaluation business to include current and recent clients.


Dr. Mueller continues to engage in a variety of professional development opportunities to include annual presentation and participation at conferences sponsored by funders and evaluators (e.g., Office of Special Education Programs; American Evaluation Association). In addition, Pat annually attends workshops to stay abreast of new knowledge and to continue her skill building in the evaluation arena (e.g., Claremont Graduate University workshops, AEA pre-conference sessions, CEC). Pat is an active member of AEA and, since 1999, holds the position of Program Chair for the Disability and Other Vulnerable Populations Topical Interest Group.



David J. Merves, MBA, CAS


Senior Evaluator, recently completed a Certificate of Advanced Study in Evaluation from Claremont Graduate University. David brings to the team in-depth knowledge of the theories, methodologies of evaluation science, and utilization of best practices. His over thirty years of business experience also provide an organizational capacity perspective for EEC’s work. In addition, David has held numerous financial positions, including Chief Financial Officer, which contributes to his analysis of quantitative information.



Holden Lewis, BS


Mr. Lewis is a recent graduate of Boston University with extensive experience in developing state-of-the-art communications to include graphic and web design, online programming and display of information. He is proficient in Spanish and Japanese. He utilizes Adobe Creative Suite 3: Dreamweaver, Photoshop, Illustrator and Flash.

EEC employs research associates and evaluators on an ongoing basis. In addition, program consultants are employed to augment capacity, depending on the scope, size and content of the project. EEC consultants’ skills and knowledge are matched with the needs and expectations of the client.
